PARTICIPATORY JOINT VILLAGE LAND USE PLANNING (PJVLUP) IN KILOSA DISTRICT COUNCIL.

Participatory Joint Village Land Use Planning (PJVLUP) as a collaborative approach aimed at integrating the perspectives and interests of multiple villages with a shared resource within a common geographical area. This approach enables more effective utilization and management of resources, ensuring alignment and cooperation across various administrative boundaries. The Joint Village Land Use planning is recognized in the Land Use Planning Act Section 33 (1) (b), Due to the fact that economic and social activities extend beyond the confines of individual administrative boundaries of the region/District or villages, the natural resources such as Grazing areas, forests, irrigation schemes water, wildlife corridors often span across boundaries, relying solely on Village Land Use Plans (VLUPs) proves insufficient. To foster resilience in food systems, mitigate land-use conflicts, conserve ecosystems, and promote sustainable resource management, it becomes imperative to consider Participatory Joint Village Land Use Planning (PJVLUP).

KINNAPA DEVELOPMENT PROGRAMME with support from the CGIAR Research Initiative on Livestock and Climate led by International Livestock Research Institute (ILRI) implemented The Livestock Climate and Systems Resilience Initiative Project to secure and protect shared grazing areas that span across multiple village boundaries through Joint Village Land Use Planning (JVLUP) in Kilosa District Council of Morogoro Region.

Local communities from three villages (TWATWATWA, PARAKUYO AND NGAITE) came together to form a Cluster known as TWAPANGA to allocate jointly grazing lands, water sources, livestock routes, and forest reserves to promote peaceful coexistence among neighboring villages, Enhance the sustainability of livestock production, to enhance community resilience to natural hazards, climate change, and other risks through JVLUP.

JVLUP is conducted through six (6) steps involves :-

1:- Preparation at District and Village Level: where by PLUM team in Kilosa district council was formed and trained, Villages said to Share Resources were identified, clustered and visited for reconnaissance survey and sensitization to those villages include Twatwatwa, Parakuyo and Ngaite. Also, Holding Council Management Team Meeting at the District Level for Sensitization, Training, and Agreeing on the Planning.

2 :- Building Capacities for new Roles and Responsibilities : At the Village Level to confirm the readiness of the village for the joint venture before intervention in the village begins where by Joint Village Councils meeting, Individual Village Council and Village Assembly Meetings were held as well as Joint Village Land Use Management Committee Training was conducted to make sure that Village Councils, VLUMC and Villagers of Twatwatwa, Parakuyo and Ngaite are clear about their roles and responsibilities in Participatory Joint Village land use planning and management and they are aware, willing and committed to implement PJVLUP.

3:- Data Collection, Analysis and Mapping of Existing Land Uses : at Village and Cluster level through Conduct a Joint Participatory Resource Mapping and Boundary Verification, Collect and Analyse Data at Individual Village Level, Participatory GIS Mapping, Biophysical Survey and Mapping, Preparation of the Existing Land Use Maps, SWOT Analysis and Development of Community Action Plans. The local communities from three villages were able to identify challenges and existing situation on their land and from the help of PLUM team they provided a Village Land Use Plan proposal of solving their challenges and land conflicts.

4:- Participatory Joint Village Land Use Planning was developed, VLUM and VC representative Meeting was held for proposing VLUP and JVLUA for each Village. JVLUA (Joint Village Land Use Agreement) is a binding contract on the use and management of shared land-based resources. Joint VLUMC (comprising a village chairperson and VEOs) meeting was held for harmonization of plans, the three villages of TWAPANGA Cluster Conducted Individual Village Council Meetings, Joint Cluster Village Councils Meeting, Individual Village Assembly Meetings for approving the plans and lastly, they conducted a Joint Village Councils Meeting (cluster meeting) to Sign the JVLUA.
